Hi Daniel, 

I'm not sure why the error message was returned. Paul, do you have more information on this?

As for the "admin" page, I don't believe that the "User Administration" tasks are enabled. In general, I handle these by making changes directly to the BioPortal Metadata ontology via Protege.
