Can you try the command like this?

curl -X POST -d 'ontologiesToKeepInResult=1353,1423&format=xml&textToAnnotate=35 yo male with acne vulgaris and inflammatory arthritis&apikey=YOURAPIKEY'  http://rest.bioontology.org/obs/annotator
