[bioontology-support] PURL for ASDPTO is incorrect

These are all fixed now.
There was a period of several months when the PURL generation was not
happening correctly. This has been fixed for a while. Ontologies submitted
in this time got messed up purl definitions. Also we changed some more
obscure ontology acronyms about 9 months ago but forgot to update the purls…
We are fixing them as they are reported.

I thought this was a one-off issue, but it appears to be more wide spread.
- HAO http://purl.bioontology.org/ontology/HAO resolves to
http://bioportal.bioontology.org/virtual/1362 which returns an error message
even though the latest version of the ontology was parsed successfully
- OGDI http://purl.bioontology.org/ontology/OGDI resolves to
http://bioportal.bioontology.org/virtual/1020OGDI which returns an error
message (this is the common 1020 automatic PURL generation error).
There are more examples of each case, WHO-ART, NPO, RXNO, BP-METADATA, etc.
