Yes, to a degree, using BIoPortal's automatic mapping search.

If you visit either the CPT or ICD-10 PCS ontologies in BioPortal, you will see a Mappings tab on the summary page. By clicking on that tab, you will see a list of all the ontologies to which this ontology has mappings (for CPT,; for ICD10-PCS, By picking the target ontology from that table, you will see a pop-up window with the actual mappings.

The right-hand column in this case has either CUI or SAME_URI, reflecting the technique that BIoPortal used to find the mapping.
