See Guideline 3 working example from the downstream effects presentation

if the ontology states:

	development has_part transcription

and the GAF states:

	rpb-2 integral_to transcription

(this requires the integral_to qualifier, which allows stronger  
inference using has_part)

Then we can infer

	rpb-2 integral to reproduction
	rpb-2 integral to nematode larval development
	...

Then the problematic IMPs become no different from other non- 
informative redundant annotations
