I observed the counting of several hand-counted paper ballots 
elections in real time and it is very doable

As you prob know, Ireland, Netherlands and Gemany went back to HCPB, 
although I heard today that Ireland has left HCPB and went to IRV 
instead, alas.

It feels to me that you are talking about Egypt being a "developing 
country" and so cannot use HCPB the same way some say, low income 
kids in school cannot use the same methods that rich kids do.

I don't think you mean that, so I am wondering precisely what you do 
mean and why?

When I posted the email about Egypt learning from India on my FB and 
Twitter accounts, I said that here we go = when Hillary Clinton asked 
India to help Egypt with voting now, we do have proof that rigging 
elections is a bi-partisan industry. To name two of the most obvious, 
Gore and Kerry won the election in 2000 and 2004 and Bush was in the 
WH. And, the question remains, why did both Gore and Coakley concede 
so fast, and Moakly here in MA when she lost Kennedy's seat and so 
many of us voting rights activists were begging all three of them not 
to concede at all,  Then there is another famous one, when Max 
Cleland lost to Chambliss in an "upset".

I am eager to hear what you say, after you read what is being done
