We hire our governments to manage long-term matters such as justice,
education, and infrastructure and to do so with clarity and adroitness.
When repeated attempts at short-term fixes layer up so thickly that
dysfunction becomes the norm, the whole apparatus has to be rethought and
reshaped.  Now would be a good time.
