Hi,

One could build a CDN like infrastructure to do this based on
bittorrent, like: http://www.p2p-next.org/
Which has received EU funding to build such a thing for video streaming.

That would be a bit of a mix between the total top down approach and
complete peer to peer. With the right front end tools this could show a
site. remember though that "the elements .. glued together" is not
really the same as a functional "web 2.0" website.
