https://www.noisebridge.net/mailman/listinfo/tor is probably the best place to
ask in regards to Noisetor. They also list how much it costs *for them* on
http://tor.noisebridge.net/ (which also links the mailing list, btw.)

In regards to ISPs, here's a small list from the Tor wiki:

As much legal issues as you can expect from running an exit node in general.
Other people on this list are more qualified to speak about this than me. If
the contract is between the organisation that also takes care of the space and
the ISP, the people involved with the space are more likely to get entangled in
case there are any issues. However, you don't have to do it exactly like
Noisebridge did it, feel free to find alternative ways that people in your
environment feel comfortable with. Here's a recent visit by the FBI at
