[protege-dev] SWRL a W3C standard?

No - it is not a W3C standard.

The initial 2004 submission (https://www.w3.org/Submission/SWRL/) did not progress to a standardization stage.

The submission itself is pretty solid and includes a full formal specification for the language - so it has become a de facto standard.
