You can use any IDE (or no IDE) for developing plugins for protege. For 
Protege development, each developer uses her or his favorite IDE, e.g. 
Eclipse, IntelliJ, JBuilder, emacs, etc.

We have instruction on how to setup Eclipse to compile and run Protege 
on the wiki:
