I don't think the PSMTab has the P&R PSM code bundled with it, so I am 
not sure what you can do with it even if you can use the configuration 
subtab. You should try to contact the PSMTab author whose author is on 
the wiki page http://protegewiki.stanford.edu/index.php/PSM_Librarian
