[protege-owl] jena rule and swrl, rule chain

Rule chaining is central to forward chaining rule systems. It's hard to 
imagine a useful rule engine without it.

There is no relationship between Jena rules and SWRL rules. SWRL is 
based on OWL and is platform independent. Jena rules are specific to 
Jena are primarily used for RDF.
