[protege-owl] SWRL rule validation

The code is in the edu.stanford.smi.protegex.owl.swrl package in the 
standard Protege-OWL repository. SWRL will ultimately be in a separate 
repository.

The SWRLParser.java class is where the interactive checking happens.
