It looks like you are trying to use SPARQL to write rules.

Try SWRL instead:

http://protege.cim3.net/cgi-bin/wiki.pl?SWRLTab

You can also use SQWRL for querying:

http://protege.cim3.net/cgi-bin/wiki.pl?SQWRL

BTW, I would upgrade to the latest 3.4.4.
